Realtek PCIe GBE Family Controller problems (1 gigabit ethernet connection)

So, i have a weird and annoying problem. I am using Windows 10 and the most recent Realtek PCIe GBE Family Controller driver(it doesn't matter though, because i already tried some different versions of the driver and the problem persists). I have recently got an internet that requires gigabit or above ethernet connection to get the full speed. Problem is, sometimes my computer only gets 100 mpbs and sometimes 1 gbps. I've already eliminated the internet connection, modem and cable as problems, because i tried on 2 different laptops with the same cable and it instantly recognizes as 1 gigabit always. On my computer, what happens is, if i restart my modem and immediately turn my PC on, it will recognize 100 mpbs on the PC and full gigabit on the laptop. If i wait about 30 min with the ethernet connected, then remove it, wait about 1-2 min and reconnect the ethernet cable to the PC, it will recognize 1 gbps usually and stay that way until i restart the modem again. If i restart the PC when it was already recognizing 1 gbps, it comes back with 1 gbps always. If i restart the modem with the PC on, the connection comes back with 100 mpbs 99% of the time (there was a time that i restarted the modem 3 times and it came back full gigabit all those times, but that was only one time) and if i immediately restart the PC, it will still come back as 100 mpbs.
So bottom line, if i want to restart the modem, i usually need to restart the modem, wait with the ethernet connected for about 30 min and then reconnect it to finally recognize 1 gigabit. If it didn't recognize at all, i would know that the ethernet socket was problematic or the motherboard, but since it's just inconsistent in recognizing the 1 gigabit connection right away and consistant on recognizing it by waiting 30 min and reconnecting, i was leaning towards it being a driver problem, but i already tried some other driver versions with no success. https://renewlit134.weebly.com/download-game-strategy-pc-offline-2002.html.
